If you want to match the resonant frequency of water, you can do it with a very simple circuit. There is no need for Meyer's complicated computerized resonance measuring "phase lock loop" circuit. The circuit I have been using will automatically match the resonant frequency of the water, and it always maintains resonance, no matter what impurities you put in the water. Even if you add an electrolyte, the circuit will tune its self accordingly to the exact resonant frequency.

If you want to experiment with the true resonant frequency of water in a water capacitor, you can attempt to copy Meyers unnecessarily complicated electronics, or you can use the circuit shown in the youtube video link below.
